A69 Haydon Bridge By-Pass

This scheme included early contractor involvement, ECI, with the Highways Agency for the design and construction of the A69 bypass around the village of Haydon Bridge in Northumberland. 

VolkerStevin and Cumbrian Industrials (now Hansons) were 50% joint venture partners in the CVC Highway Solutions JV partnership working as an integrated team, which included the joint venture's design partners Capita.

The project was let under the NEC Option C form of contract and included developing the design from the original Highway Agency's concept through to construction of four separate bridges and 2.9Km of single carriageway.

During the first 12-month of the ECI stage the team co-located in Capita's Carlisle Offices developing the outline design and statutory preparation and negotiations necessary to produce and gain approval of the Draft Orders for the Highways Agency.

The second phase took the scheme through the Public Inquiry Process, where our project manager attended the hearing and presented method statements and details of construction to all present and resulted in minimal objections. Throughout the scheme development there had been considerable 3rd party liaison and engagement with the EA, Network Rail, County and Local Authorities, the parish council, local residents, businesses and landowners resulting in substantial local support.

The third phase involved the detailed design and the construction of the contract. The works involved both major earthworks and a major bridge crossing the River North Tyne and the Hexham to Carlisle railway and associated 3rd party liaison, pedestrian and traffic management controls. Throughout the scheme we maintained constant communication through publications in the local press, public meetings and updating printouts on the notice boards within Haydon Bridge.

There were a number of considerations that had to be designed into our temporary works design, particularly with regard to the cofferdams in the river. Our final design of the cofferdams allowed for inundation and subsequent pumping out of flood water and was recognised as best practice in a paper presented in the new Fluid Design Guide for in river working.

The design and construction phases incorporated numerous environmental considerations in order to protect existing wildlife corridors, flora and fauna on the SSSI riverbank and adjacent area of woodland. The Environment Agency was consulted throughout all phases of the scheme and the design incorporated a number of mitigation and enhancement measurers including the installation of Bat Conduits over the highway cutting. The completed scheme included habitat enhancements that promoted and encouraged the return or re-growth of the species displaced during the construction works.

A Project Steering Board was established to advise the Team throughout each phase of the contract and partnering and collaborative working practices were encouraged utilising joint partnering and NEC contract administration workshops. Value engineering, risk and cost challenge and control workshops were also held to ensure that the overall scheme was delivered within the Highways Agency's agreed budget and timescale.
